The story follows Billy Starkey, who, after refusing to testify against mobsters, is imprisoned at 18. Upon release, he attempts to escape the criminal world with his girlfriend in Cedar Key, Florida, but their cover is blown by a Federal agent. To avoid returning to prison, Billy must infiltrate a gang of drug smugglers involved in clam theft along Florida's Gulf coast. His last hope for freedom lies in fleeing to the remote island of Bocas del Toro in Panama, where danger and uncertainty await.
