Kalmann is the self-appointed sheriff of Raufarho fn, a sleepy town in northern Iceland. He hunts Arctic foxes and lays shark bait in the sea. But inside Kalmann's head, the wheels sometimes spin backward. One winter, after he discovers a pool of human blood in the snow, the swiftly unfolding events threaten to overwhelm him.
With the illegal Russian annexation of the Ukrainian peninsula of Crimea and the destabilisation of eastern Ukraine in 2014, the previous cooperative European security order has broken down. This has led to a new confrontation with Russia, and the danger of a renewed arms race between NATO and Russia is increasing. In parallel, the existing conventional arms control regimes are at risk of further deterioriation. Hans-Joachim Schmidt addresses the various structural problems at the political and military level and discusses what steps could be undertaken in the short, medium and long term.
Conventional arms control in Europe has reached a crossroads. If the modernization of the legally binding CFE Treaty and the politically binding Vienna Document fails, the treaties will likely fade away in the next few years. Hans-Joachim Schmidt points out the merits of conventional arms control, analyzes the current crisis and proposes a series of concrete instruments and measures for its modernization. He argues the importance of conventional arms control for security cooperation in the future, as it could reestablish confidence and strengthen the OSCE. Even the ambitious aim of global Nuclear Zero would have no chance of being realized for the time being with the loss of the arms control instrument.
