Atény a Sparta, ktorí roky predtým vybojovali množstvo hrdinských bitiek proti presile Peržanov pri Maratóne, Termopylách, Salamíne či Platajach. Uzavretím mieru však vojnové udalosti nedostali nadlho oddych. Bojové ambície zvíťazili nad argumentmi života v mieri a vojská oboch strán sa opäť vrhajú do nových, ešte krutejších bojov. Thukydides nám podáva charakteristiky najvýznamnejších osobností zúčastňujúcich sa vojny, poukazuje na klady, ale aj tienisté stránky, ktoré sprevádzali ich život. Ukazuje pozitíva, ale i chyby pri rozhodnutiach, ktoré niekedy znamenali významné víťazstvá, inokedy záhubu celých vojsk. Vykresľuje také osobnosti, ako boli v Aténach Perikles, Demosthenes, Kleon, Alkibiades, Nikias či v Sparte Brasidas, Agis, Gyllipos.
