Das Buch präsentiert die wichtigsten Ergebnisse des internationalen Forschungsprojekts INDEUNIS, koordiniert vom Wiener Institut für Internationale Wirtschaftsvergleiche und finanziert aus dem 6. EU Rahmenprogramm. Neben einer Analyse der Reform- und Integrationserfahrungen der NMS (New EU Member States) und ausgewählter NIS (Newly Independent States) werden Schlussfolgerungen für die Wirtschaftspolitik gezogen. Der langsamere Strukturwandel in den NIS beruht weitgehend auf verzögerten Reformen, hauptsächlich aufgrund fehlender politischer Reformbereitschaft. Für die künftige Wirtschaftspolitik in den NIS gibt es folgende Optionen: o Fortsetzung des Liberalisierungsprozesses mit weiteren institutionellen Reformen; o Erhöhung der staatlichen Finanzierung der Infrastruktur; o Umsetzung einer Industriepolitik zur Unterstützung von Prioritätssektoren; o Anwendung von Zöllen und anderen Schutzmaßnahmen zur temporären Unterstützung bedrohter Branchen. Zwei »einfache« wirtschaftspolitische Empfehlungen für die NIS sind: o Dem Beispiel des Transformationsprozesses in den NMS zu folgen und den wirtschaftlichen Übergang abzuschließen; o nach dem bestmöglichen externen Anker zu suchen (v. a. WTO da ein EU-Beitritt nicht realistisch ist).
