When a mysterious white-haired woman in a skirt adorned with mirrors enters the fish and chips shop, thirteen-year-old Ruby is hopelessly captivated by her charm. Isa Fly comes from the sea coast, where the air is clean and salty, in stark contrast to Ruby's hometown of Cradle Cross, filled with factories, blacksmiths, and a tangle of dirty canals connecting it to the outside world. Isa is searching for her missing half-sister, and Ruby eagerly assists her in the hope that Isa will take her to the sea in return. However, the local war widows and mothers mourning their lost sons cast disapproving glances at the outsider and are displeased with Ruby's attachment to her. As Ruby becomes increasingly drawn into Isa's world, she must navigate the complexities of loyalty, longing, and the harsh realities of her own life in Cradle Cross.
