The international development debate has evolved significantly over the past decade. While many developing economies achieved macroeconomic stabilization, progress in poverty reduction has been disappointing. In response, the international community established a set of development goals aimed at reducing income poverty and improving human development indicators, which were reaffirmed in the Millennium Declaration of the United Nations. Sustainable poverty reduction without economic growth appears unfeasible, as numerous empirical studies support this view. However, the impact of similar growth rates on poverty reduction varies across countries, indicating that the poverty reduction elasticity of per capita growth is not uniform. This work examines how to make growth more pro-poor, aiming for a faster poverty reduction process than previously observed. The authors are experts from International Financial Institutions and the global research community. Michael Krakowski, a Senior Economist at the Hamburg Institute of International Economics (HWWA), focuses on economic regulation and governance issues in developing countries, as well as the organization of development aid. He has also served as a government advisor in Latin America for several years.
