The fall of the Berlin Wall raised critical questions regarding the democratic evolution of East Germany and other post-socialist nations. Given its authoritarian past, how democratic are East Germans today? What type of democracy do they favor—liberal or socialist? What economic system do they support? The book examines how individual institutional learning may be countered by the diffusion of democratic values. Utilizing public opinion surveys, the author compares the attitudes of MPs and the general public, alongside in-depth interviews with parliamentarians from East and West Berlin. Findings reveal a persistence of socialist views in the East and lower levels of political tolerance, with minimal changes in values since unification. The author argues that while post-socialist citizens do not long for the old socialist regime, their socialist values often dampen enthusiasm for new democratic and market institutions. This suggests that ideological values are primarily shaped by individual exposure to institutions, and that democratic and market values spread under specific conditions. Beyond analyzing German political culture, the book offers compelling insights into the future of democracy across all post-socialist states. Robert Rohrschneider received the Stein Rokkan Prize for this significant work in comparative politics.
