This book explores the emergence of cross-border regional civil society, focusing on transnationalization and regionalization through a case study of NGO cooperation in the Baltic Sea region. It aims to enhance understanding of the processes that shape regional civil society and proposes a conceptual model to facilitate this understanding. Empirically, the study examines the context-specific factors influencing civil society regionalization in the Baltic Sea area. The perspective of involved actors reveals that the evolving regional civil society does not align with the notion of being fully autonomous from government influence, nor is it as distinctly regional as previously thought. The findings suggest that civil society regionalization may not necessarily result in a strong regional identity; instead, it represents a transitional phase within a broader process of civil society transnationalization. The emerging transnational cooperation structures take on a regional form primarily when it serves their interests, indicating that the region itself is of secondary importance in this dynamic.
