Examining two legal cases of sexual harassment in New York public school districts, this study highlights employee perceptions and organizational dynamics related to policy enforcement. Interviews with thirty-one employees reveal claims of retaliation by district authorities, either in response to harassment complaints or as a preemptive tactic against certain employees. The findings emphasize how personal and organizational consequences shape employees' interpretations of leadership responses and stress the need for a distinct separation between investigative and executive powers to prevent retaliation.
