The Cyprus conflict has got new prominence since the EU decided in 1997 to accept the Republic’s application for full membership as a (legally) unified state at the Luxembourg summit. This analysis demonstrates that today, the core of the issue is not re-unification. It is a problem of security of those concerned, that is, the Greek and Turkish Cypriots. However, to achieve this target, a process of de-securitisation of the political debate is needed, especially in Turkey. The Greek Cypriots could contribute to such a process by renouncing the fictitious aim of unification. They would gain greatly by concentrating on achieving objectives like indemnisation and de-militarisation of the island, leaving the Turkish Cypriots to aims and objectives which are determined by their own needs.

Der Text regt eine Debatte über Planung als politische Notwendigkeit im Kontext des neoliberalen und neoimperialistischen Systems an. Er kritisiert die Unterdrückung von Diskussionen über Planung seit dem Zusammenbruch des Sowjet-Systems und betont die Dringlichkeit, diese Thematik im deutschen Sprachraum aufzugreifen. Besonders im Fokus stehen die politischen Dimensionen der Effizienzfrage und die Vereinbarkeit von Planung mit individueller und sozialer Selbstbestimmung. Zudem wird die Beziehung zwischen Markt und Planung hinterfragt, um mögliche Synergien zu erkunden.

Ethnische Konflikte sind eine spezifische Ausdrucksweise sozialer Konflikte. Ihre Basis sind Anomie, politische und soziale Krisen. Ihre kennzeichnenden Formen stellen Sprach-, Kultur- und andere Identitätskonflikte dar. Als soziale Konflikte und damit Ausdruck eines kategorialen Sachverhalts sozialer Beziehungen sind sie nie endgültig lösbar (end of history-Illusion). Eine theoretische Einführung und eine Reihe von Fallstudien stellen gegenwärtig besonders häufige und akute ethnische Konflikte dar. Besondere Aufmerksamkeit gilt dem Aspekt der Alltagsrelevanz. Der Zugang zu Konfliktvermittlungsinstitutionen wird somit auf einer Ebene gesucht, die von der bisherigen Ethnizitätsforschung nahezu vollständig vernachlässigt wurde.
