Sultan Hamid Narwan has served as official in the Foreign Office at Kabul from 1986 to 1992. His book tackles the country's political crisis. The author claims that peace in the country can only be built by creating a cooperative federal system with a strong central power. This restrained federalism can ease the ethnical conflicts between the ethnic groups and establish an internal balance. Strengthened by inner neutrality, it may prevent alliances with neighboring ethnic groups. Then peace may come to Afghanistan, and it may function as an “island of peace”. As a precondition Afghanistan should try to establish an internal balance of power and adhere to its non-interference policy, the neighboring countries should recognize it as neutral buffer state and its autonomy has to be additionally guaranteed by the hegemonic power of the US and the United Nations.
