In the e-government research community and national e-government programs, interoperability is recognized as essential for developing effective e-services. It encompasses not only technical standards but also organizational, legal, and cultural dimensions. Various interoperability frameworks have been proposed at national and international levels, with recommendations for adapting enterprise architectures in the public sector. However, these typically follow a top-down approach that often fails to align with the realities of e-government projects. This volume presents a bottom-up inductive approach, based on empirical research, to address the challenges of interoperability governance. By examining "good-practice" cases, the authors derive concepts and classifications that highlight similarities and differences among these cases. They introduce an empirically grounded conceptual framework that outlines options for IT governance of interoperability in government, allowing for critical assessment and enhancement of existing frameworks.
