This book examines the activism of organized networks of civil society actors in fostering more democratic supranational governance. It investigates the influence of these “interlocutory coalitions” on the convergence of administrative governance principles across the European legal system and other supranational frameworks. Two main controversial aspects are considered: the convergence of administrative rules among different supranational regulatory systems and the role of civil society actors at this level. Traditionally, the spread of administrative governance methods has been analyzed through domestic and supranational interactions, but the empirical evidence on supranational legal regime interactions is still lacking. The book focuses on the relationship between European administrative law and the principles of other supranational regulatory bodies, such as the World Bank and the United Nations. It also highlights the critical, yet underexplored, role of civil society networks in shaping global administrative law. These coalitions, comprising NGOs, think tanks, and other entities, are seen as catalysts for harmonizing participatory democracy principles. However, they face tensions, such as governance challenges and competition, which may limit their effectiveness in redefining individuals' rights and responsibilities on a global scale.
