The lack of social security for much of the global population is increasingly recognized as a significant issue in policy making and social sciences. Many new initiatives aim to expand social security and protection in the Global South, prompting academic discussions on the unique nature of welfare arrangements in these regions. This study focuses on India as a case of social security expansion and Southern social policy development, particularly examining the National Rural Employment Guarantee Act (NREGA) and its implementation. Utilizing a politics of implementation approach grounded in historical and ideational institutionalism, as well as interpretative policy analysis, the work emphasizes two often-overlooked factors: ideational motives and implementation challenges. While ideas have been central to OECD welfare debates, domestic ideas in Southern welfare studies have been neglected as key influences on social policy development. By prioritizing these ideas, the analysis of Southern welfare regimes can be conducted more effectively. In the Global South, the implementation of policy is as crucial as its design for understanding its effectiveness, serving as a primary arena where marginalized citizens engage with the state, making it a politicized and contested space.
