Focusing on the European Union's crisis management, this research highlights the necessity of a security strategy grounded in empirical findings to enhance the EU's role as a strategic external actor. It argues that without incorporating evaluations of past performances, future strategies risk becoming ineffective. The findings reveal that while the EU possesses the necessary capabilities and capacities for strategic engagement, it currently lacks the political will to act decisively on the global stage.
