Decentralization in Côte d'Ivoire emerged as a response to the 1980s economic crisis, driven by efficiency and community engagement. The 2000s saw the establishment of various local governments, transferring powers from the state. However, challenges persist, including fragmented health planning, weak accountability, and inadequate care quality. Successfully operationalizing devolution in the health sector requires a complex, incremental approach that balances top-down and bottom-up strategies, while involving all stakeholders in a collaborative planning process.
