After graduating from Chicago State University and the University of Wisconsin-Madison, he served as a public school teacher and later as a Peace Corps volunteer in the Dominican Republic, an experience he found transformative. This led him to the US Agency for International Development (USAID), where he worked on projects in Honduras, Haiti, and South America, eventually becoming a career minister in the Foreign Service. In 2009, President Barack Obama appointed him director of the Peace Corps, a position he held until 2012.
