The story follows Jessie Strick, who targets a Cleveland mob boss in a small Ohio city, leading to her arrest after an attack on the corrupt mayor. She hires an alcoholic lawyer, and together they challenge the political establishment. As Jessie's campaign gains momentum, violence ensues, culminating in her victory and subsequent assassination. Her friend Peggy, who learns of the cartel's involvement in Jessie's death, faces a moral dilemma: keep the stolen money or confront the truth. Ultimately, she chooses to return home to protect Jessie's legacy.
