The study focuses on the perception of Monteria's citizens regarding local government efforts to combat animal abuse, a significant environmental issue in Colombia. Utilizing both quantitative surveys and qualitative documentary research, the research employs a descriptive correlational SWOT analysis. The findings aim to provide an environmental management tool for Monteria's Secretary of Government and serve as a model for other municipalities in Cordoba and across Colombia.
